San Francisco’s Tall Ship History
In 1999 California Governor Wilson’s office was planning their flagship celebration for the state’s Sesquicentennial. 12 weeks before the event, the governor’s office cancelled the event for lack of funds. Alison, already involved in the planning, decided to take over the event herself. Thanks to a cadre of dedicated volunteers, the event went off without a hitch.
Buoyed by the success and her experiences sailing with the Indonesian, Ecuadorian, and Colombian navies, she found her passion. Healy founded Sail San Francisco, where she recruited and hosted international sailing ships to Pacific ports—particularly San Francisco—from 1999 to 2009. Since then, she has continued this work as a volunteer, providing arrival and hosting services to individual visiting ships.
Today, Alison and her husband and partner Luis Martínez perform this role as co-owners of Bay Area Marine Services, with the shared goal of increasing international visits of naval and educational tall ships to California.
Visiting ships may contact BAMS for a wide range of support services provided at no cost. These include media outreach, press conferences, diplomatic coordination, engineering services, translation, crew activity scheduling, and collaboration with maritime partners to secure free or discounted services.
When an international tall ship arrives in San Francisco, Alison has been there to help the crew proudly represent their flag, people, and culture—fostering international relations as a platform for peace.

Alison Healy
Chairman, Board of Directors | CEO | Cultural Ambassador
Alison cut her teeth on California’s Sesquicentennial Tall Ship Celebration. When the event was unexpectedly cancelled, she stepped forward to ensure it happened as planned. On July 4, 1999, she successfully welcomed eight international Class A tall ships to San Francisco. Building on her achievement, she went on to plan and orchestrate Sail San Francisco in 2002 and 2005, later scaling back to host individual ships as they visited the port.
Alison’s first tall-ship experience was aboard HMS Rose, where she conquered her fear of heights by climbing to the top of the main mast—during a hurricane. That moment of feeling at one with nature reshaped her priorities and ignited her passion for traditional rig sailing. While these experiences were transformative, it was the act of hosting international ships that revealed her true calling: fostering friendships among nations through the shared culture of the sea. Today, she continues this work with the conviction that such connections are vital to the fabric of our shared humanity.
Alison is Commodore for International Yachting Fellowship of Rotarians and is a Rotarian. She was a founding Board Member for University of San Francisco’s Tall Ship Semester for Girls and has been on the board of American Sail Training Association, Golden Gate Tall Ships Society and Sail San Francisco - in addition to serving other civic organizations.
A serial entrepreneur, Alison has founded and operated multiple non-profits focusing on international humanitarian work and climate change solutions.
Alison has completed graduate studies at Stanford Graduate School of Business in Business Strategies for the Environment and University of Southern California Annenberg School of Public Relations for Public Diplomacy. In addition to her son, she has been a Big Sister and Foster Mom to three teens. She and Luis live with their two kitties and are forever grateful they are only a few blocks from their sailboat.
Luis Martinez
Board Member
Luis Martínez, a naval engineer and former Commander in the Mexican Navy, has completed two circumnavigations aboard the renowned Mexican tall ship ARM Cuauhtémoc.
Now President of Bay Area Marine Services (BAMS), Luis brings exceptional maritime and tall-ship expertise to Tall Ships California. After completing his naval service, he served as a senior engineer for Blue & Gold Fleet before founding BAMS, which today proudly serves clients including the San Francisco Police Department, U.S. Coast Guard, National Park Service, U.S. Army, and Concord Fire Department.
As both a Commander and seasoned naval engineer, holding and unlimited master license and engineering degree, Luis provides essential technical and operational guidance for hosting tall ships in California’s ports.
Nick Tarlson
Board Member, CPA
Nick is a licensed captain and sailing school instructor, and member of the Saint Francis and Tiburon Yacht Clubs, and the International Yachting Fellowship of Rotarians, for which he served as the San Francisco Fleet Commodore and International Conference Coordinator.
Nick is Founder of several maritime nonprofits where he gives his time to maritime organizations focused on sailing and in particular on getting youth on the water and sailing. Nick was the Commodore and Executive Board Member of the Sea Scouts where he taught sailing skills, self-reliance, resilience, and team building. He served with the US Power Squadron and Coast Guard Auxiliary as an instructor, vessel inspector and other marine environmental protection and operations missions.
Nick is the founder of Tarlson & Associates, an independent accounting firm and a California Probate Referee.

Robert Butchart is both a Chaplain and maritime security and safety specialist, currently at the California Governors office of Emergency Services.
Robert is San Francisco Fleet Week Lead for Community Relations, Artificial Intelligence Advisor for University of San Francisco School of Management, a Licensed Minister, and on the Board of Directors for Seafarers Ministries of the Golden Gate.
He has previously served in Air Force Special Operations and in the US Joint Service Special Operations.
Robert holds degrees in Theology and Psychology from the College of Notre Dame
Steve Hyman
Honorary Board Member | Maritime Advisor
Steve spearheaded the plan for Sail San Francisco's Parade of Sail in 1999 by coordinating on-the-water plans with the United States Coast Guard, Port of San Francisco, SF Bar Pilots and other agencies to coordinate over 30 vessels from 8 countries including our own former presidential yacht, Potomac.
Steve is a historic ship preservationist and has overseen the rigging and re-rigging of US tall ships including The Balclutha, The Star of India, Elyssa and The Pride of Baltimore. He was also a licensed mate on board the Golden Hinde.
Steve Holds an MFA from Mills College and a BA from Humbolt State.
